This exemption exists to guarantee a reasonable trial by supporting the active and willing engagement of parties and witnesses. If a witness was warned that if he comes into the state, there is a possibility he may be sued, justice wouldn't be served.
The law allows for a person to come into this state in compliance with a summons directing him to attend and testify in the state and while in compliance with this order not be subject to arrest or the service of process in connection with other matters which arose prior to his entrance into the state.
The protection extends to individuals passing through this state while going to another state or returning from a state in compliance with that states summons or court order.
Ambassadors, diplomatic employees, and consuls that have been in America on official company business will also be protected from procedure.
